It was the Sartre Bleu! that stumped me also, I couldn't find crimes of passion either, Mike Oldfield as a non-singer certainly fitted the profile, from looking at music I went out of the box and checked out Micky Rourke and Michael Barrymore and also this bloke who isn't even a Mike but might create crimes of fashion:
